Introduction


REGIONAL METEOROLOGICAL CENTRE Karachi is the regional head office of the Pakistan Meteorological Department in Sindh and Coastal belt of Baluchistan. RMC Karachi started its function soon after the partition of subcontinent and is controlling all Meteorological Observatories, Meteorological Watch office (MWO) and Meteorological offices (MO) located at various places of Sindh and Coastal belt of Baluchistan. It provides provincial/districts weather forecasts and warnings to general public and media.

Mandate

 

  • To oversee and supervise the preparation and provision of aviation Met service  (METAR, SPECI, TAF, and flight documentation for enroute weather forecast) to the CAA, ATCs, Airlines and other users.
  • To oversee, manage and supervise the recording/generation and dissemination of surface, pilot, agro-met, drought and aero-met data.

Overseeing of Met Office, JIAP working on:

      Marine Weather Service

      Aviation Met service provision

      Regional weather forecast for Sindh and Baluchistan

Within the RMC supervision of:

Ø  Observatory Section (OS) to deal with observatories matter (land, buildings and staff).

Ø  Climate Section (CS) to deal with data reception from stations, scrutiny and preparation of MMR and ACWR etc.

Ø  RDMC working of drought data reception and dissemination,

Ø  RCDPC working of computerized MMRs, ACWRs, EPRs and archival of data.

Ø  Electronic Section (ES) for maintenance and upkeep of Met Instruments

Ø  General Admin matters.

Ø  Financial matters of RMC, MO-JIAP and all 26 observatories

 

 

QMS implementation:

Ø  As the Management Representative (MR) supervision of the establishment and implementation of ISO 9001:2008 compliant Quality Management System in provision of aviation Met services.

Ø  Facilitation of QMS related quarterly Management Review Meeting (MRM), biannually internal audit and annually external audit and

Ø  Attending National Aviation Safety Team (NAST) meetings organized by CAA

 

 

 

 

 

ACHIEVMENTS

Ø  The prime achievement has been of getting the ISO 9001:2008 compliant QMS certificate in provision of aviation met service at 17 airport Met offices across Pakistan.

Ø  As a MR (and formerly DMR) played a central and instrumental role in achieving the QMS certificate.

Ø   Aviation met service being the only one in PMD having QMS certification

Ø      Pursued the Met Units Larkana land grabbing case through various courts up to the Sindh High court for over 3 years and approached the district administration to get the land freed from encroachers.

Ø  The overall performance of observatories on data recording/generation has been satisfactory          during WMO annual data monitoring.
